Register a new loan

Register a loan for DLC oracle monitoring.

Creates two oracle events (funding and maturity) and returns announcements for DLC construction. Magnolia monitors the specified addresses for USDC transfers and attests to outcomes (funded, repaid, liquidated).

Poll GET /dlc/oracle-event with the returned event IDs to check for attestations.

Note: Magnolia is the oracle, not the lender.
